Provincial Nominee Programs (PNP)

Launched in 1998, the Provincial Nominee Program (PNP) is the second most commonly used pathway for workers to immigrate to Canada, after Express Entry. Aimed at strengthening the local economy, nearly all provinces and territories use the PNP to attract workers from around the world.

Only the federal government of Canada can grant permanent residence. Through the PNPs, however, provinces and territories are authorized to nominate foreign nationals to apply for Canadian permanent residence. Candidate assessment and nomination are based on the labor market and economic needs of each province or territory.

Once an applicant is nominated by a province or territory, they will receive a nomination certificate, which must be submitted along with their application to the federal government for the granting of Canadian permanent residence.
